Most Nokia routers are at http://192.168.1.254. The most common login is admin / the password on the label. See the Nokia passwords and Nokia IP address pages.
Most Nokia fiber gateways have Status, Network, Security, Application, Maintain and Logout menus.
Most Nokia devices are supplied by an Internet provider, so some settings may be locked, and a factory reset can remove the ISP's settings.
